Whoever took my wallet didn't cut anything. They opened a zipper. So the first prototype had two jobs: zippers that lock and stay shut in a crowd, and a strap with a steel cable inside so it can't be slashed and pulled away. Every version since has started from those two.

Early on I bought a stack of "RFID-blocking" slings to compare. Several didn't block the chips in modern cards and passports at all. Ours is tested against the chips people actually carry, so the pocket does what it says.
